A heavily industrial region, Effluvia maintains a constant flow of steel and other materials normally in demand by its neighbor states.

Story[]

The city-state of Effluvia actually began as a series of small scattered pastoral villages with no central government. With the discovery of rich iron ores in the soils, some enterprising merchant guilds saw a chance to make a nice profit making a large scale forge. This guild began buying up surrounding farmland and cleared it for mining operations. On a series of slagheaps, they built factories and smithies for smelting and processing the ore.

These factories were overseen by supervisors known as Controllers. Of course, the workers needed places to sleep, eat and be entertained, so a ramshackle series of sheds and makeshift buildings surrounded the foundries. As they expanded, so did the shantytown around them. Eventually the Controllers wrested authority from the guild and established themselves as the true political power.

The vast underground mining tunnels eventually became a complex sewer system that are dangerous and filled with monsters, but are the best way to sneak in undetected.

People[]

The people, despite their urban setting, still revere nature and yearn for a return to a simpler time and life.

The rulers of Effluvia are known as Controllers. A small number of them form a ruling cabal that determines decisions. In battle, they don dark armor with long-flowing hooded cloaks. Witnesses, whether enemy or ally, have dubbed them "Blood Knights." They wear filters in the masks to contend with the polluted air of Effluvia.

Controllers typically go by numbered designations instead of names. They are numbered sequentially in the order of ascension. Sophia is known as Controller 666, and her late husband was Controller 659.

Religion[]

The people of Effluvia are deemed by Aetherians and Concordians alike to be pagans. They worship a trifecta of gods and goddesses known as the Tretheon.
